The High Lamia create the Dragonborn to serve as their mates, advisors, and most trusted aides and lieutenants...an act that draws the ire of the Ancient Dragons and begins to erode their neutrality.

The High Lamia, in a quest to genetically engineer a perfect race to serve as their mates, advisors, soldiers, and commanders as well as the elite citizens of their empire, create the Dragonborn by splicing their own DNA with that of the Ancient Dragons, with a pinch of Human DNA thrown in to create a hardy race of humanoid dragon-people...though the Ancient Dragons are furious at this, they take no direct action but begin to become annoyed with the High Lamia for their hubris.
