Alvona Yerith was the original government official that left the seat of power in the Empire to claim Odrana as their own country. While receiving prophecies from Bahamut, she was warned of an oncoming war from The Nine Hells, and seceded Odrana from the mainland. 
In The Fourth Era when Odrana was named it's own country, Alvona was met with resistance from citizens living on Odrana who wanted to stay a part of the Empire. Despite this setback, she prevailed, and tried to build a community from the ground up. Many citizens moved to the main land after the first few years of her reign.  By the finish of her first year, she was regularly being referred to as "The Seer", a reference to her visions and prophecies from Bahamut. 
Alvona crowned her next Seer in 5E, 16Y after 66 years of sitting as The Seer. She held a blessing ceremony in Wynn Square, in one of the many rivers that broke up the city, along with her husband and sons. 
Her successor was her son, Teldan Yerith.
