New Athelor
New Athelor is an independent settlement that's used to host the World Council meetings floating on top of the Evercloud. Similar to the Athelor of the past, it doesn't accept citizen, but instead of tickets deciding who lives there its whoever is neccessary for the best function of the World Council Building and its required supplies.
Demographics
The demographics are merit and occupation based. The best Cooks, the best Builders, the best of anything needed for the function of the World Council Building are invited here. Of course not everyone accepts, but the general population is still highly trained and specialized.
Government
The government cosists of the bare minimum required to support the World Council.
Defences
The defences of the settlement are second-to-none, especially considering that many wandering Wizards and Mercenary companies have contracts with the World Council to protect the settlement if needed. In order to accomplish this in a timely manner they are given a Mark of the Council's Protector that instantly teleports them to the Teleportation Circle of the World Council upon call.
Districts
The settlement has two main districts: the World Council Building, and the settlement itself next to it called New Athelor itself.
Guilds and Factions
There's only one guild allowed to exist here - that is the World Council. Those aligned to other guilds must forget their duties while inside the settlement.
History
During the The First Hunt the World Council's previous location, Athelor became part of a battle that endangered the organization. Following some negotiations Silassaril Mizzrym teleported the entire World Council Building on top of the Evercloud - a location chosen by R0-B3RT after its discussion with the Wizard.
Gau Dwarovar's conquest of Athelor further solidified this new location to become the de-facto headquarters of the World Council, so a town was built a bit further away from the front of the World Council Building's entrance to support it, much like Athelor once did.
