World Council (wɜːld ˈkaʊns(ə)l)

The World Council is an organization where the leaders and representatives of each nation hold meetings to discuss between each other. Each nation is represented by a single attendee holding a single vote which can be either for, against, or neutral. A resolution passes if the votes of "for" outweigh the votes of "against" by 2/3rd majority.
They have a common charter that each World Council member has to sign and abide by. The rules of this charter change via the results of the meetings.
The World Council promotes trade and open movement between the borders so the citizen don't have to worry about crossing borders.
