Thalantir Rescoped, Face Adversity

Graham adjusts the goals of the Thalantir to focus on the areas that they exist in. He decrees that Thalantir may and will operate in foreign lands, so long as they do so without establishing a permanent presence and that they focus on people-based problems or in eradicating aggressive creatures. Talashan demands a meeting with Graham in Dawnrest to discuss the declaration where they condemn his actions. They accuse him of attempting to interfere with Talashan affairs by sending spies into their lands. Graham is outraged and doesn't understand where these accusations are coming from. He reminds them that he has never stood for war or violence between nations, his only goal is to protect those who cannot do so themselves.
