Kiyobetsu
Once a city that had poems and songs written about it's natural beauty, Kiyobetsu had fallen from the idyllic images once painted of it.
Capital of Gotou, it has suffered too in the emperors boughts of rage and disinterest.
While the Shao Kang territory trudges along under a military boot and a willingness to drain the country like a hunter drains a stag, Kiyobetsu struggles against the lack of any boot at all, along with the rest of the country. Shops sit empty, while police stations are equally abandoned. Train tracks start construction before suffocating under a lack of direction and funding. All the while the bounty of resources being pried from the nations territories sit in warehouses gathering dust or rotting.
