Felm Starchaser is a Moon Velsen who currently resides in the city of Verresel in Agri. His father is Professor Lacuna Starchaser, a professor of runes at the local Beauchêne Wizards' College.

Felm is of average appearance for a Moon Velsen, with only slightly-below-average height, purple-black skin, and short, curly black hair fading to gray at the tips. He has patches of white skin below both eyes, at the ends of both eyebrows, and on the bridge of his nose, and stars concentrated at the tips of his ears, in the center of his forehead, and on his wrists.

In his early life, Felm had a high exposure to rune magic and found an interest in the subject matching that of his father, who was more than happy to guide him in his studies. Felm was raised bilingual in Modern Dean and Yvelse, and he had a particular interest in applying the Yvelse script to the field of rune magic.

While using a living language in runespell carries its risks, Felm believed that it would also confer benefits, namely the ability to tailor delicate spells to individuals without having to manually redefine variables and change the workings of the spells. Prior rune wizards, working only with Elder or Feledar runes and the names of gods, had been able to create spells that required minimal tweaking for physical variables, but spells working with mortal minds had to be almost completely rewritten for each target.

Using a form of rune writing that was entirely in Yvelse, with only minimal use of godly runes, Felm managed to completely rework the paradigm that all mental runespells had to be individually created. In Oscen 48 4C, he put this breakthrough to a use that, had it been left unacknowledged, would have cemented him as the most notorious quest villain of the Course.

Felm's master spell was a program that could assess individual mental preferences and use them to create a personalized dreamworld that, once one was immersed within it, would be indistinguishable from reality. When the spell was called to on an individual, they would enter a coma that could only be broken by manual detachment or destruction of the call, dreaming the dream the spell created for them. The original spell was applied with a runic tool that printed calls to the full spell on targets' skin via momentary touch, but in recovered notebooks plans are found to adapt the spell to spread through a population via physical contact, to negate the need for Felm to personally apply it to every individual in Deus.

The motivation behind this plot was, Felm would later state, to erase all interpersonal conflict in Deus by erasing all interpersonal contact. He cited the legend of the Humans as an example of how easily different groups could be turned against one another, and stated that he believed his solution to be the only perfect answer towards hatred.

Fortunately for Deus, Felm was stopped within a mere few days of applying his spell by an unnamed party of adventurers, consisting of Vici Gagnier, Vex Chaput, Umbra Charbonneau, and a Nonexistent known only by the name Coriil. Relations between this person and the god of the same name are unknown. While the party was initially suspected of working with Felm, they were quickly absolved of these charges.

Due to the lack of true damage to Deus, or even to Verresel, Felm's sentence was reduced to mere community service, which he opted to carry out by joining and aiding the very party which apprehended him.

In personality, Felm is cautious and polite, if cynical and disillusioned. Despite outward appearances that he cares about very little, he can be anxious and sensitive to others' dislike of him. He is very studious and patient, and tries to prepare as much as possible before carrying anything out, but often freezes up when it's necessary that he think on his feet. He also tends to look down on others and assume he knows better than them, even as he's aware he doesn't have all the information he may need.
