Goven Uprising
The citizens of Goven protest in response to the gnoll attack.
Structure
Exposition
In the day following the gnoll attack, Goven's city council calls an emergency meeting to discuss what measures must be undertaken in reaction to the incursion. After three days of deliberation, they agree on the following measures:
- Raise taxes to pay for better equipment for the soldiers. Officials of the city council are sent as messengers to the various districts to announce the tax increase and explain where the funds will be allocated.
- Increase military recruiting efforts targeted at the peasantry. Posters begin appearing throughout West Goven, Harbortown, and Craftsman's Row encouraging citizens to visit their nearest barracks and enlist, offering wages as well as a chance to defend their neighbors.
- Call home soldiers from the surrounding towns to increase garrison strength. Two days after the measures are announced, the number of soldiers players encounter around the city will increase as most nearby towns are two days' travel from Goven.
- Station more soldiers in West Goven. The increased military presence will be most felt in West Goven around the fairgrounds.
- Temporarily close the fairgrounds.
