The 3rd District
A center of impoverishment, calamity, and despair, it's difficult to tell whether the 3rd District can be helped at all. During the rule of the 3rd Embry, the 3rd district was already largely impoverished, which made it the perfect place to build the increasingly ambitious government's new magitech forges and weapon testing facilities. After all, who would care about the plight of those already trampled underfoot? Over the decades, the pervasive pollution and magical waste has ruined the landscape of the 3rd district, leaving many blocks in shambles and ruins, large swathes of the district reclaimed by the wilds, and the growing blight of Blackwaste afflicting those who live there.
Demographics
The 3rd District is almost universally inhabited by the lowest of the lower class, with the homeless, wage slaves, and indentured servants making up the bulk of its population. Any of the races who often have less-than-favorable stereotypes about themselves can frequently be found here, as well, relegated to the fringes of society by cultural stigma.
Government
There is no organized government unique to the 3rd District present, although they do technically fall under the purview of the The 4th Embry and owe both taxes and loyalty to them. However, the society has grown a sub-culture of anarchic tribes who resent the 4th Embry for not assisting them enough, who are often referred to as The Wasteling Bones even if there is no collective organization or unity between them. Largely, anything that gets done in the district often has to get the blessing of the Bone tribe in an area to proceed safely.
Defences
As it's on the outer ring of districts in Doreymos, the 3rd district bears host to a large portion of the wall surrounding the main city. However, between disuse, lack of repair crews, and the unintended devastation of the factories, large portions of it are gaping wide open, reduced to rubble, or just missing altogether. The rest of the district isn't much better, with the closest thing to defensive structures being the forts and encampments of the tribes of Bones scattered about.
Industry & Trade
The 3rd district has little to offer in terms of trade or industry, after the factories were shut down or destroyed. Their main export is cheap manpower, and some 'entrepreneurs' have set up shop in the district, having wage slaves work in sweat shops to mass produce cheap goods to send elsewhere. Some parts of the district have become suitable for limited farming, but usually only the barest of essentials.
Infrastructure
The infrastructure of the 3rd District can barely be called that. After the industry was shut down, the factories lay silent and in ruins. The roads are ill-organized and in a state of extreme, near-dangerous disrepair, with rubble making some parts of the city inaccessible to all but survivalists, adventurers, and locals. Water supplies and sewage systems alike are poorly maintained, and while some parts on the edges of the district are a bit better powered and taken care of, the closer you get to the outer edge and center, the closer to the wilds it becomes.
Guilds and Factions
The only faction of note that's prevalent in the 3rd District are the Wasteling Bones, a loosely related collective of barbarians, anarchists, and survivalists who came together to survive in the harsh environment of the district. While they aren't unified under one leader, they do have enough in common that a tenuous peace is often managed between their 'tribes,' with only occasional skirmishes breaking out between the gangs.
Architecture
Calling the remains of the 3rd District 'architecture' would be a stretch. The district's buildings largely reflect the state of the district itself; dingy, decrepit, and disorganized. They really put the 'shack' in 'ramshackle,' with the largest buildings often having holes in their rooves or partially collapsed under rot. Some of the worst parts of the district have even been reduced to tent cities, where people live wherever there's flat land to pitch tent on.
Geography
Due to being partially consumed by the wilds, there's actually some geographically notable things about the 3rd district. Large portions of it have collapsed in to swamp land, with others being more akin to young but dense forests and barren wastes. There's plenty of hills, as well, as the land was never developed enough to properly flatten or raise it.
