The 4th Embry
The 4th Embry is the current organization that ultimately leads the city of Doreymos. While they use titles such as 'king' or 'queen,' and other royal positions to denote their different places in the organization, the 4th Embry is more of an elected body. While many of the guilds of the city have lots of sway, especially in their individual home districts, unless a law has come to pass in the house of the Embry, it is not law across the entire city. They are currently based in the newest district in Doreymos, The Tenth District.
Often slow moving due to the size of the organization, the Embry has become a bureaucratic nightmare over the many decades it has remained in operation, with rules and regulations deciding exactly how any interactions with them will fare. However, it is unfair to say they never get anything done; on the smaller end of the scale, with direct representatives and more often than not their Adventurer Outreach Program, they're able to fix many of the problems the city sees; but they often feel slow moving from the outside, and the higher up in power you move, the less likely you are to see decisive action, as while a proclamation from the 'King' or 'Queen' will inflict immediate change, it is rare that something of the magnitude that it requires their attention will come forth.
The 4th Embry has the ability to call upon the full force of the Doreymos Military when necessary, but that rarely happens as well. Despite the relative chaos on the streets, Doreymos hasn't had need to call upon the full force of the military since the 3rd Embry.
As implied by the name, the organization known as the 4th Embry is the 4th official government of Doreymos.
Structure
The 4th Embry is organized much like a traditional monarchy, although the positions are all democratically elected; leading the organization is the King/Queen who can speak words in to law. Below them are a collection of 12 lords and ladies, who offer them advice and enact smaller-scale policy. 10 of the positions are elected directly by each district, with an additional 2 elected alongside the King or Queen as their running mates. Below them are the hordes of underlings who perform standard bureaucracy and do their best to manage an entire megacity, working together to better the city.
Culture
Overall, the Embry is still riding their revolutionary high from 60 years ago, and is still extremely unified in their vision: to organize and bring peace to the city. Not everyone is necessarily the biggest fan of them, but it's rare to find someone working for the Embry who doesn't share the same vision as King Vero for Doreymos, and many of them still remember the revolution personally. They're all staunch defenders of their ideology.

Formal Alliance
The Ember Corps originally began as the military arm of the 4th Embry, but eventually grew to be semi-sovereign. While technically two separate organizations, and you don't have to be part of one to join the other, their goals for the city are closely aligned, although the Embry does it through politics, and the Corps via martial prowess and public service.
Peace
The Jhal Collective provides food for the city. The 4th Embry largely stays out of the Jhal's hair. The occasional magical beast rampage is well worth the benefit of not having to worry about starving citizens too much.
Direct Funding
The 4th Embry appreciates the Scaleborn College's attempts to educate the city, and does provide some amount of tax relief for them, but is (rightfully) uncomfortable with a sovereign group of dragons settling down in the city. The Scaleborn largely don't mind the 4th Embry; they're much less intrusive than the 3rd Embry was.
Financial Sovereignty
While the Bank of Doreymos assisted the 4th Embry in their coup d'etat of the 3rd Embry in exchange for becoming the sole managers of financial business for the state and city, relations have been strained as of late. The 4th Embry still relies on their financial support, but King Vero has recently been pushing for tighter regulation of the bank to quell their financial crushing of the impoverished, which has left many higher-ups less than happy with current leadership.
Friendly
The 4th Embry appreciates the Clankbang Foundry's contributions to the city, but their unpredictable nature does wear thin on them sometimes. Meanwhile, while the Clankbang are happy to help the Embry, they do wish that they'd stop arresting their top minds for property destruction. It's mostly their own property they're blowing up, after all.
No Official Recognition
The 4th Embry openly denies the existence of the Order of Djan. The Order of Djan has made no public comment, probably because they don't exist.
Open War
The Wasteling Bones have declared war against the 4th Embry, painting them as responsible for the widespread suffering in The 3rd District and their swiftly deteriorating living conditions. The 4th Embry does feel for the plight of the Bones, but between the attacks from different tribes and the chaos they struggle to manage in the city, they find it difficult to actually help the bones, leading to increasing disdain.
War Against Crime
The Young Dead are, ultimately, little more than a nuisance on the scale of all of Doreymos. Officially, the 4th Embry still struggles to keep them under control, while the Young Dead want to 'stick it to the Man, man.'
Cold War
While the Cult of Ikon openly stands opposed to everything that the 4th Embry stands for, they're simultaneously not enough of a threat and too much for them to handle for anything to actually happen. There is an uneasy peace between the two, but the 4th Embry doesn't recognize the sovereignty of the Cult.
