Yolanda Felix, the quick-casting, sharp-tongued, mile-a-minute-minded evocator, has had to deal with a lot of nonsense in her nearly 200 years of life. Born to a father so closed-minded and vitriolic that calling him merely bigoted was an understatement, exiled from her family and former home, and suffering through adulthood full of war and strife. Nonetheless, she has determined past all of it and stands proud past all of it.
Starting life as an exiled child, throwing away her name, her past, and her pre-prepared destiny, Yolanda struck out on her own in a wild time of adventuring and studying, using her freedom to learn her unique magic casting style.
It wasn't hard for her to make a living in the lawless deserts of Boncly, decades away from separating from Agartha, although her existence as a Sea Elf caught her weird looks by the ton, she did her best to protect the people she chose to, building her core ideology.
By the time The Border Wars began, she had already secured her reputation in the corner of Boncly that is now Dallas and actually did very little in terms of frontline combat. Mostly she instructed arcanists and spell slingers that would go and fight, as she was considered too valuable to lose. But when Boncly seceded from Agartha, she would sometimes take to the battlefield, and leave nothing but ashes and wounds.
Over the course of the war a seed was planted inside her, and after it was over and she didn't have to worry about her life, it bloomed. The weight and consequence of the tragedies she caused and allowed on the battlefield burned into her mind, and she was desperate to seek some kind of repayment, at least for herself.
This sent her on the path of philanthropy, and with a group of other idealists, create the educational institutions of Dallas that would ignore the typical isolationist ideologies Boncly held to bring in talent from all over the world, and teach them magical skills and control. Alongside this were several charities and scholarships she arranged as well.
Combined with her history, it's not hard to imagine why she eventually became Mayor of Dallas, but she had to be urged to that position by her allies and business partners after many years. Now she has recently begun her 2nd term and plans to carry it out until the end.

While she fears falling back on her old habits, after becoming a Mayor, Yolanda allowed herself to be inducted into The Sunsetters as their Arcane Science Division, the Waterwalkers.
Physical Description
General Physical Condition
Yolanda keeps a lithe frame, not spectacularly built or muscular as she spends most of her time in academic endeavors versus athletic ones, but she keeps herself healthy.
Body Features
Aside from the typical features of a full elf, Yolanda has a small fin beneath her ears as a Sea Elf and was born with Gills as well, although she had those surgically polymorphed ages ago.
Facial Features
Yolanda has a wider nose, larger eyebrows, and bright blue eyes, and typically keeps a cocky smile on her face.

Yolanda typically wears loose, long-sleeved clothes with a vest and jacket, or lab coat depending on the situation

Yolanda keeps several wands on her person as channels for her magic. She even gained the nickname of "Quick-Draw Mage" for this very fact.

While she's rather cagey on the exact details, Yolanda has spoken up about her experiences as a Trans Woman and attended community events for the same reasons.

While Yolanda is mostly self-taught, she cares a great amount about Education, and has learned just as much as her students have over the years she's helped run and teach at The Dallas Magical Academy and its associated organizations.
Employment
Yolanda was born into a sea-mining legacy, and for the first few years of her life was trained ruthlessly and endlessly to take that over. Following her rebellion and independence, she worked as a mage for hire, an older form of Mercenary, for years before the war started. Following that, she was an arcane tech for the Boncly military and instructor for new mages. Lastly, she has become a professional Evocator, a magical teacher with expertise in Runes and Circle Magic, and of course the Mayor of Dallas.
Accomplishments & Achievements
The continuous success of The Dallas Magical Academy is Yolanda's greatest accomplishment socially, and personally, her highest achievement is separating herself entirely from her birth family, in every sense of the word.
Failures & Embarrassments
Yolanda's greatest failures are the curb-stomp battles she's created. Runes that immolate the ground beneath someone, trapping items disguised as personal keepsakes, even raining meteors down on a medical tent. In her desire to be acknowledged, and win the war, Yolanda did atrocious acts. As much as she might have wished to die for redemption, she knew that such a thing was a hollow act that would only please herself.
Mental Trauma
The abuse from her father is still partially etched into her mind, although she has had almost a centuries worth of therapy to grow from it, but the horrors of war created new issues and worsened old ones as well.
