Tobur is the pioneer behind the Airdock which is currently under construction in Kureta City. When told that what he plans to do is impossible, his response is always: "Impossible is just a word to let people feel good about themselves when they quit."
Tobur is a very positive and passionate man who always looks for the good in people, often bringing out the best in those around him. For this reason, he is much loved by his friends and colleagues alike.
Tobur was taken severely ill during the Airdock Construction, and bedridden for a long time. The Unlikely Association discovered that he had been poisoned, and his bed-maid had been continually dosing him to keep him unwell. The bed-maid turned out to be a Changling working for Nakaba - who wished to halt the airdock construction. Their ultimate plan was to kidnap Tobur when the time was right, and force him to build an airdock for them.
Before falling ill, Tobur was engaged in a romantic relationship with Eva Monroe. The relationship has now come to an end it seems, though Tobur is ever hopeful that things may resume.
