Vikira

Vikira is a small nation governed by an oscillating council of scholars and industrialists. The citizens, nearly all Vikiri, greatly value advancements in arcane magic, science, mathematics, alchemistry, and engineering, and see their statehood as a means to accomplish this. What little interaction they have had with the outside world has made them wary of engaging with research agreements and trade of their more potent advancements, such firearms or arcane minds.
However, the are not entirely xenophobic, as more cautiously pragmatic. An example of this was the trade of blueprint and resources sold to friendly nations leading to the widespread use of ship cannons. This choice was made when Vikira decimated a pirate navy, liberating their water trade routes, and thus saw the benefit of sharing this specific tool to the world.
Other nations view the Vikiri as unemotional and unethical in their research and experimentation, and the Vikiri would adamantly disagree, citing their unity and prosperity as proof of the validity of their values. This had led further to their cautious interactions with nearby states.

History

For the majority of the First and Second Eras, the Vikiran people lived on the continent of Wardruna amongst their evolutionary cousins, the Qos. Bu as their societies progressed through the ages, it became evident that the two peoples had very different values. And so, the Vikiri people voluntarily left Wardruna, and travelled to the distant and much smaller land of Treal. IT was there that they could build their civilization far from others.

Government

The Disynod

The Disynod is a soft ruling council made up of twelve scholars and twelve industrialists. Their purpose is vote on project funding, legislation, and other bills drafted by the Cognestruct, judge criminals, represent the Vikiri people in foreign affairs, and uphold the Ethica Intellectual. The Disynod only meets when they are needed, and serving on it is not necessarily seen as an honor or a privilege, simply a duty, and thus holds little prestige. The members do hold the title of Councilmember, though they often would rather be called by the title that secured their position on their council, such as Headmaster, Dean, Professor, President, Administer, or Executive, to name a few. The councilmember that leads the meetings is chosen by the current Disynod members and is called the “Council Speaker”, but holds no special powers other than administering the meetings. The exact number of council members is subject to change with population fluctuations and how the city districts are drawn, however there is always an equal number of scholars and industrialists. Each member serves for a seven year term, never to serve again.

The Cognestruct

The Cognestruct is an Arcane Mind in which the citizens of Goldgate submit ideas for legislation. The mind sorts through them, and based on public need will draft a set of bills, and summon the Disynod. This includes amendments and repeals. The greatest of its kind, and arcane mind is a form of magical intelligence. The resources needed to construct and maintain such a creation are massive, but the Vikiri view The Cognestruct as invaluable to their progress. The Cognestruct is designed to be impartial and rational above all else, and the mages and scientists that work with the arcane mind are attempting to further the technology, possibly even shrink down so that in may fit with a modestly sized construct, as its current size is roughly the size of a moderately seized sailing vessel.

The Ethica Intellectual

This text was created with the intention of keeping all experiments and research that a sanctioned Vikiri attempt falls in line with the views of the commonwealth. And with intellectual advancement being paramount to the Vikiri people, the Ethica Intellectual acts as an unofficial ethos to the states, and its inhabitants, intentions with the world. Outsiders who have read the treaty are often struck at the Vikiri’s stoic pragmatism and nigh infatuation with which the outcome outweighs the means.

The region of Vikira is modest compared to many other states, and the vast majority of the population live in Goldgate. The primary reason Vikira holds any land beyond the city walls is to retain the natural recourses found in the mountains of Treal.

Military

Trio of Admiralty

The military arm of the state is referred to as the Navy of Vikira, and is led by three admirals, two to command the navy, and one to command the ground forces (the marines are merely a branch within the navy). They are the highest ranking officers, and thus end up choosing their own replacements. Below them is a rather complicated array of officers to handle administration, quatermastering, troop movements, policing, and an array of other tasks. The military of Vikira is rather small, but incredibly potent, equipped with the latest magic and technology. While often the ranks of the navy are filled with the lowest intelectual class of Vikiri (which is still above average by global standards), they are respected for doing the work very few desire to do.
