The Black Senate
The Black Senate is the worldwide council of thieves. They are seemingly the ruling body over The Shadow's Hand.
Structure
This confusing and shadowy organization is led by council member who's true identity is not even known by the other council members. Monikers and Arcane porcelain masks are passed down from one thief to their successor. Every council member is a master thief capable of pulling off a heist that would cripple the world's economy.
Public Agenda
The Black Senate keeps tabs on every major heist and rewards thieves that perform exceptionally well with training and support.
Tenets of Faith
They adhere to the two tenets of the council:
1. Gold is only as good as the world you can spend it in.
2. Knowing where the gold is located is just as good as having it in your pockets.
