A loose partnership of cities from the The Sword Coast (North) , the North, and the Western Heartlands to present a united front against the corruptive influence of more malign groups including the Black Network and the Shadow Thieves of Amn. Member cities include Waterdeep, Neverwinter, Silverymoon, Longsaddle, and Mirabar.
