Operational Manager Beato Baccari

Beato Baccari was born in a small fishing hamlet to the south of the great city of Crawford. Part of a family that spent most of its time providing fish for sale in the markets of the city, he found the urban landscape to be fascinating from his youth. He made numerous friends during his time in the streets of the city while his father and mother sold their catch in the marketplace, and had adventures within, always to return back home. He ended up marrying one of the girls he played in the streets with at the age of twenty, and brought her back to his village to begin fishing on his own. 
Everything changed for him when he was thirty-seven years old, having already had a family grow and blossom in the outskirts of the city. His fishing ship was swept into a battle between the Departments of the Army and the Navy. These forces were viciously fighting for control of access to the Circle Sea during the River War, and the Army drafted his vessel and sailors into the fight as they needed more ships to contest control. The result was the death of over half of his crew in battle, and one of his sons. Beato was forever changed and began bearing a grudge towards the Department of the Army.
With his crew dead, and the suicide of his wife after the death of their eldest, Beato sold the fishing ship and home and moved with his surviving family into Crawford itself. Seeking employment with the Department of Urban Infrastructure, he believed that the best course of action to save his family from future assaults was to immerse himself into the structure of a different department. He took the exams and tests required to become a member of the fishing regulatory branch of the Crawford department, and soon elevated himself through the ranks through hard work and skillful political wrangling. He demonstrated an aptitude for handling politics within the department, and made the right friends in the right places.
Beato was elevated to the position of Operational Manager of the Crawford region in 1039, giving him the opportunity to make real changes and to stand on equal footing with others of his rank of different Departments. He has proven popular in the position and helped improve local security and defense measures. Although some have whispered about the possibility of rising to the position of Department Head, whenever these rumors begin to travel, he quickly squashes them with statements that Crawford has always been his only home.
