  To the southeast of the Rhyliss Heartland, a major trade road connects to the harbor city of Eva Oceana. It was initially simply a secure dock for traders to arrive at from across the coastline, but once the Empire prospered and the capital of Eva Valoria was founded the port became more important. As the city took on greater importance, it attracted the attention of the Order of Roads and the Order of Stones. These two orders reactivated the quarries which had provided stone for Eva Valoria, and got to work refining the port which had once been there into something greater.

Since the refounding of the city, Eva Oceana has been the home of the Imperial Navy's offices and thus is rather heavily fortified. Similarly, with the focus of the city being largely on seaborne trade the city had been designed to run a great length of the coastline instead of moving further inland. Learning from the lessons of the past, most of the city has been built with foundations designed to absorb tremors which had been the bane of other early Imperial cities. It has also been laid out neatly along roads wide enough to admit heavy wagons moving from the docks to the city gates, or to the marketplace. Public transportation is offered with smaller wagons using these main roads, allowing residents and visitors to travel without too much concern for distance.

Two major buildings serve to orient oneself within the city's walls. The roof of Damali's Dome is visible from almost anywhere within the city, placed roughly at the midpoint of the city's length. Those who spend a great deal of time in Eva Oceana learn quick ways to reach the Dome, and paths from the Dome to other points of interest. The second building is the Imperial Navy offices which dominate the eastern docks and have every entry guarded by Navy sailors. The current Lord of Tides, Admiral Fian Tramol, manages more of the high-level concerns from the Tidal House and rarely is seen outside of the Navy complex.
