Upper District

The Upper District is located on the east side of Jeyton City, south of the quarter known as The Parade, east of the central quarter known as The Temple District and the north of the East Quarter.
It rests in between the main streets that run to the Eastern Gate and the East Gate.

The Upper District was where the housing for the nobles and wealthy within Jeyton City got built. as the city grew in size again, the land where the quarter known as The Parade was built on.

* People travel around the city by Tuk Tuk, or on foot.

A lemon yellow building with a covered veranah - near the Temple District, on the main street leadfing to the East Gate.
An elegant style - with circular tables inside and on veranah, covered in cream tablecloths. Floral printed tea sets of bright yellow and dark pink flowers.

THE CANDLE OF FLIRE

Casino
A gambling casino "Flamers" near The Arena in Jeyton City. The Candle of Fire uses fire Genasi and air Genasi servants.
It is a three-storey timber building - with a large cellar. It is fancifully decorated and brightly lit by magical candles and crystal chandeliers, first and second levels are spilt into rooms of different gambling games.
The Owner = Sanur Zemik - Dwarves, male. He knows the legend of the Silver Hounds.
STAFF
+ Lica Bophubb: Female Halfling Good. Lica has a square face, with matted golden hair and bright brown eyes. Lica is in charge of a game called Lost Pilgrims.
+ Ancis: Female Half-Elf, Neutral. Ancis is overweight, with thin copper hair and soft green eyes. He wears a satin dress and wields a hammer and darts. Ancis is often talking quietly with the bartender Ebin.
+ Ebin: Male Human Spy/Assassin - Changeling - Neutral. Ebin has matted blonde hair and emerald green eyes. He wears a silk shirt and hides numerous blades and poison darts on him. Ebin is quiet, and says as little as possible.

Upstairs Accommodation

The Inn style accommodation is in the upper level. Accommodation consists of several rooms with beds and woollen mattresses. Rose bushes outside, scatter the path up to main doors.

THE CHANCERY

The Chancery building is located directly behind the Hot & Sweet Teas. The rectangular building is very plain grey patterned stones. The six broad steps lead up to double iron doors, that rarely seem to open.
People who do enter, usually talk later of people sitting at desks writing out long equations, transcribing old tomes, or studying incomplete maps, who directing them to a waiting room of 25 seats, where people are sitting filling in paperwork.
No one is use what is the purpose of the building.

THE ARCS

The Arcs is a campus courtyard was paved to join five previous dwellings that have been repurposed as school of study certain Types of Magic:-

The Arc of the Land = School of Earth & Druids

The wooden stairs go up beside the shop, down a magically protected alley.
Wizard spell SILENT IMAGE - As entering a sign reads "All damage caused by spells, must be paid for by caster."

The windows of the Loft line the upper part of the walls, above everyone's heads. The long rectangular tables are bolt to the floor. Tall stools, that have folding steps under, have short backs. (equality-making)
Up in ceiling is a chandelier the uses the spell Continual Flame*
* 2nd-level evocation, Casting Time = 1 action, Range =Touch, Components V S M (50gp of ruby dust - consumed), Duration = Until dispelled A flame with a torch's brightness forms on an object you touch. It looks like a normal flame, but it emits no heat and does not use oxygen. The flame can be covered or hidden, but not put out.
At counter can purchase food, beverages, healing potions, paper and inks.
Inside a case on display:- Fool's Hat (Wondrous Item, requires attunement): While wearing this motley jester's hat, you have an advantage on saving throws against fear and disadvantage on saving throws against charm spells and other magical compulsions.
Rumours
* The bishop of The Sanctuary of Dreams accepts bribes from adventurers for exceptions and favours.
* A wounded dragon lurks in the ruins of Lexquand's Tower.

Mera Dinsi: Female Halfling Wizard, Neutral. Mera is rough in appearance, with red hair and large hazel eyes. She wears green robes and wields a quarterstaff and darts. Mera seeks an opponent for darts or a strange board game.
Fumdo: Male Dwarves Wizard, Neutral. Fumdo is pleasant in appearance, with straight auburn hair and beard - has green eyes. He wears viridian robes and wields a dagger and sling. Fumdo seeks to master the secrets of time travel.

History

In 64AG, Jeyton City expanded to past the Temple District. The Upoper District became the area where nobles and opther wealth people built their houses.
