Tor Uviel
Tor Uviel is one of the two cities which vies for the title of Capital, sharing this competitive stance with their nearby neighbours, Tor Malmo.
This city is a beautiful winding habitat of vineyards, wineries and cool white stone buildings, giving a very warm and summer feel all year around. The winding streets pass many of the key features of the city, such as the Temple District, the Magocratic District, the vineyards, the wineries, the Academy of Arcane Study and the central Market Square.
Six of the Twelve Magisters of the Rune Keepers live and work in Tor Uviel, running the Arcane sect of the Empire's government, they have an imposing senate house in the Magocratic District where they are able to work; live and be involved in astral-projected meetings with the other six Magisters whom are located in Tor Malmo. The Magisters of Tor Uviel have a friendly, albeit strained relationship with the theocratic leaders, The Seldarine Clergy of Tor Uviel, and often come to blows over the running of the city, though ultimately the decisions are left to the clergy when an argument arises.
Government
Six of the total twelve members of the Magisterium live and work within the city walls of Tor Uviel, residing in the Magocratic District of the city where they oversee the curriculum and studies undertaken the the Arcane Academy; writing of potential new laws; oversee the control of trade manifests and treaties of concordance with the other Empires. They, like the other six members of their order, have the power to mark individuals who have broken laws and can issue commands to the illusive Arcane Reapers, along side many other duties which keep them busy all year round.
They are, of course, in positions of coveted power and many young mages; scholars and arcane gifted individuals desire to ascend to such lofty heights, frequently attempting to become apprentices; assistants or aides to the current Magisters to gain favour.
As depicted throughout the entire Empire, the will of the Seldarine is vastly important to the people of the Rune Keepers, and as such, the twelve High Priests and Priestesses of the Seldarine located in Tor Uviel also hold a great deal of political and governmental power. The Magisters must answer to the Clergy to ensure the will of the Seldarine is being done, and the Priests and Priestesses alone have the power to elect a new Magister when such a position becomes available.
While the two powers work together for the betterment of the Empire, their alliance is not always an easy one, and for better or worse they often clash over what is the right thing to do for Tor Uviel and the entirety of the Empire of the Rune Keepers. However, more often than not, the Magisters must bow to the Clergy, suggesting who the true leading force of the Empire is.
Defences
The city boasts a decently sized guard force, trained in Gatewatch, as well as the clergy of the Seldarine and the powerful Arcane users among the Magisters.
Districts
- Temple District: home to the twelve temples of the Seldarine, cared for and presided over by the High Priests and Priestesses.
- Magocratic District: home to the senate house wherein the Magisters oversee the making of laws and other duties required of them. There are six Magisters present in Tor Uviel, often communicating via Astral Projection (among other spells) with their counterparts in Tor Malmo.
- Vineyards: the coveted fields of rich grapes and wineries which make some of the Empire's greatest wine.
- Market Square: the glorious open top market which acts as a central hub of mercantile trading in the city.
- Merchant District: found around the outer edge of the Market Square, this District is dedicated to the trading and storing of goods.
