The High Clergy of Tor Uviel

Tor Uviel's Temple District houses twelve Temples, each one dedicated to a member of the Seldarine, and each Temple houses a single High Priest or Priestess who oversees the running of the particular sect of the clergy. There are numerous Priests and Priestesses whom will work under them to ensure the efficient wellbeing of the Temples, the District, and the people of the city, but only the High Clergy can command and keep order among the Magisters.
The High Clergy of Tor Uviel have a great deal of political power in the city, and additionally across the entire Empire, with each city boasting a similarly sized and skilled group of Seldarine worshipers who undertake the task of running the city and keeping the Magisters in check. To an untrained eye, the Magisters are seen to have the most power, but to anyone clever enough or wise enough to see it, the Magisters clearly answer to the Clergy.
