Council of Speakers
Each of the Ten Towns is an independent settlement that elects a leader, or speaker, to represent its interests at meetings of the Council of Speakers, which are infrequent and take place at the Council Hall in Bryn Shander. These meetings are called to discuss matters of shared interest and to settle disputes between towns.

Kelvin's Cairn
While not a recognised settlement in its own right, the dwarves from the mines at Kelvin's Cairn send a representative to the Council. They have no say in the proceedings except to declare acceptance or refusal of the decisions of the Council.
