Overseer

The Overseer of the Holy Grail War is a position of impartial judge to preside over the workings of the Holy Grail War. The position is also held by the Ruler-Class Servant when summoned in a proper Holy Grail War. Due to the Holy Grail War being named after the Holy Grail, the Holy Church will inevitably become involved with the proceedings. They cannot allow a treasure bearing its name, even if they are certainly fakes, to be utilized by Magi without intervening. With both the agreement of the Mage's Association and founders of the Holy Grail War, they act as impartial judges presiding over the seven Masters & provide resources for the Concealment of Mystery due to the nature of the battles between Servants. Church Overseers often come in pairs, with a master & apprentice, with one of them usually being an executor.

Qualifications

Overseers are chosen by the Holy Church directly. Usually they're picked from wherever the Holy Grail War is taking place.

Appointment

Overseers are appointed by the Holy church based on unkown qualifications. It seems like the primary one is location, while a seconday one is fighting capability.

Responsibilities

The primary job of the Overseer is to reside as an impartial judge to the Holy Grail War. Other secondary duties include; preparing the Grail Vessel, offering shelter to any masters who have lost their Command Seals/servants, retaining mystery, & explaining the rules of the Holy Grail War to any participants unfamiliar.

Accoutrements & Equipment

Due to many Overseers also being Executors, many of them are equipped with Black Keys. This however is not a requirement. Every overseer is given 14 Command Seals by the Grail to preside over unruly servants. Overseers can offer these to various masters in exchange for certain favors. Usually overseers have a secret activation in order to transfer said Command Seals.
