Berith

Berith is a city of Deep Gnomes, also known as Svirfneblin, in The Heartstone. The city holds an aggressive-defensive stance towards it's neighbors, never attacking first, but willing to hit hard if pushed. The city is a direct democracy, in which each citizen casts a vote on important issues, with an organization called the Canton responsible for managing the votes.
