Interplanetary Council
The Interplanetary Council meets 5 times every 2 years on Narsa, an inhabited asteroid considered neutral ground between the Five Corners. The Council consists of 15 seats, for 3 representatives from each of the corners. Each has their own methods of choosing their representatives on the Council. The times of the Council meetings on Narsa are a chance for the powerful and the influential (and the curious) to gather and mingle in neutral territory. It is also a chance for students at the Academy to get a glimpse of their futures.
Structure
There are three Councilors for each of the Five Corners: Yllia, Trintok, Roquan, Largo, and Vira.
For Yllia, the Crown of Yllia receives the first seat at the table. They then select two Advisors to accompany them as Councilors.
The Prime Minister of Trintok reserves the right to claim a Councilorship. The Council of Ministers of Trintok then votes on who among themselves gets the other two seats. The Prime Minister may also veto the Ministers' choice, requiring a revote.
Roquan has four Crowns, and only three of them can be Councilors at any one time, so the Crowns rotate who has the short straw of not having a seat at the table.
Largo has no central government like the other Corners do. The most powerful organization on the planet is the Guild of Gravanite, so the Guild gets one Councilor seat. Other nations and powers on the planet take turns occupying the other two seats.
Vira, much like Yllia, has one seat for their President. The President then chooses two Advisors to take the other two Councilorships.
The 15 Councilors elect one among them to act as Spokesperson and sit at the head of the table. The Spokesperson leads the Council meetings, but has no more power than any other member.
