These people held power in old Belcour. When the nation seceded into the Joint Armistice Lands and revoked its own border, certain Lourds and Dames chose not to follow the House of Baudelaire. The sovereign states are each ruled by their leader and government. They hate the Baudelaire’s for joining the empire. Some seek to create a new Belcour.
