High ranking members of the Vul'Adnian Magistrate who were in charge of planning. There was a council of 15 Vuul. You either had to be a strong magic user or an expert in the local terrain claimed by the Magistrate.
After the Highland dwarf territory was claimed, the local quarry owner Arlo Graybore was asked to join. This council executed the plot to seize Skygarde after the Plainsqueen was killed. Although they did not take the city for long, this act of defiance was enough to convince the House of Windslayer and the barbarous tribes of Ivoria to join in the war effort, seeing the gold coffers and grain supply as a path to solve their own issues.
