Haskodar
By the mountains of Ustalav lies the Orcish city Haskodar. A more civilized (yet barbaric) orc settlement consisting of thousands of Orc Raiders.
The town does have some civility to it. Shops, an auction house, fighting arena, a theatre and many other things to keep the Orc denizens occupied. However, do not let that fool you into being able to visit the city of Haskodar.
Haskodar is an Orc only city, where Half-Orcs are allowed to stay, but they are treated like the filth of society, often resulting in slave labour or being front-line raiders, often referred to as "meat shield" in other military tactics.
The city might not be big, but it has had the chance to grow for many years, orcs from all over of Golarion often see Haskodar as a place to visit, or is often the final destination for most Orc if the seek to live a more civilized life, of raiding, murdering and pillaging other races and not their own neighbours.
Haskodar is currently led by Warchief Waruk . A notorious bloodthirsty leader who has a tendency of exiling people for the smallest of missteps.
Demographics
Haskodar is a city built up by Orc warriors who wanted a more civilized way of life, that being that they raid, pillage and rape but with a less chaotic power structure.
Government
Being run by a Warchief the entirety of Haskodar only answers to him. While there's really no form of Taxation in Haskodar, it is common for civilians to offer Tribute to Warchief Waruk in order to gain his favor and secure their place in Haskodar and maybe in the future become one of his trusted generals.
Industry & Trade
The way the settlement stays afloat is by going on raiding crusades. They go away for up to 8 months, leaving women and children behind, plunder and come back with riches.

History
Founded in 4 162 AR when the first Warchief Urim decided to split with his orc bretheren in New Thassilon, he sought out a different way of life amongst with his warrior friends. They had grown tired of the chaos that was the Orc way of life and wanted some structure to it. Shunned by the Umhra clan for this betrayal, they have ever since been marked as arch enemies of the tribe.
