A powerful elven queen, Kiera Stonegaze has long ago fallen into the clutches of Graz'zt. She once ruled as the lady of a perfect city, but when war and inner strife threatened it she turned to the darkness for aid. Graz'zt took pity on her and gave her the magic and power necessary to perfect her city once again. Since then Kiera has served as one of Graz'zt's chief lietunants, though she hasn't ruled one of the districts of Azzagrat. Rather she commands one of the city's many outposts in the material plane, more specifically the @cityin The Astral Plane.
She thus commands one of Graz'zt's astral fleets and secures one of his trade routes through the material plane, through which many githyanki come with slaves and vampires come with coin.
