Mutality
Mutality is actually a special magic ability only Izcar s have. It does quite a few things, but the biggest thing to note is that it is a genetic ability, so it can only be passed down through the race in means of breeding. Although most Izcar have it, there are still some who don't, and the monarchy seems to stay in power solely due to being able to breed themselves better, albeit that leads to questions of incest and whether it is truly acceptable to Izcars or not. Despite that, Mutality's abilities can be turned off and on at will.
One of the abilities that it gives Izcar is a special sight to see if anyone else wields Mutality. There has also been word that Mutality lets you see the magic ability within someone in general, such as seeing Balwen 's Piety Fire . There isn't really much proof on this, as most of it is in stories. Another bonus to the sight is that it lets you see others' auras of magic, a sort of trail that those with Mutality leave on accident. Of course, it can easily become overwhelming if there are multiple auras.
The other ability, the major one that keeps some Izcar in power and a fierce military power, is the fact that they can shapeshift into weapons. Each Izcar tends to have only one weapon they can transform into, and even then it will always look akin to them somehow. There is also the problem of they need someone to wield them, as they lose normal physical movement. Nonetheless, they still have great power and are much better than any hand-made weapon, even rivalling the average Dynamic weapon. Despite said shortcomings, Mutality allows their weapon forms to speak both aloud and telepathically to their wielder, see 360 without said wielder, and even use special magical moves and abilities restricted to their weapon form.

Manifestation
When trying to visualize something, their eyes will glow a slight white-blue, along with wisps of energy floating out. However, that isn't normally noticeable, and requires focusing on their eyes to notice. When shapeshifting, however, the action is quite fast and on the fly, only a slight, weak flash is seen for a millisecond as the being shifts.
Localization
Normally it is within only Izcars, specially bred ones at that. It is unknown where it originated from or even why the Izcars have it. There hasn't been any cases of other creatures wielding Mutality.
