Jasper Kilarney
Jasper runs Big Brothers smuggling operation, and was Balthazar's boss before he became Ascended. He would be-little Balthzar by calling him "Tails" constantly, and give him menial tasks.
When Balthazar dissappeared, he did not go looking for him. After checking that he had not been arrested (and therefore could snitch to the Police Department about the operation) Jasper was pleased Balthazar was missing and hoped he had been killed off.
