Sojourners

The Sojourners are a disturbing mix of gang and cult. They operate in Serine City. While those on the fringes and the frontlines of the organization do not necessarily buy into the cult, the leadership all does. The Sojourners do a great many things, but the important underworld activities are prostitution, human trafficking, and kidnapping. 
The relationship between the Sojourners is uncertain.
In the public eye, the criminal activities of the Sojourners are, when exposed, inevitably seen as the work of one of the other gangs taking advantage of the charity of the holy order. This would foster resentment among the other gangs, except that they largely already think the Sojourners are so weird and freaky that it's hard to have greater ill-will. The Sojourners view all the other gangs as godless and sinful criminals. They will still do business with the Stocks Market, and the Aces on occasion, because money is money, even to a cult.
