Hi-No Hitobito

The Hi-No Hitobito, or "Fire Peoples" are the largest modern empire of Hijr. This massive Hobgoblin military power covers much of the Northern part of 'The Grand' continent, and controls a huge swath of the 'Frost Fire Sea'.

Structure

This militaristic nation is ruled by a strict hierarchy. At the top of this ladder of command is Ten'No Masutā, the "Living Sun", the "Walking Flame", emperor and military commander of the empire.
Below the emperor are nine Chongjang, "Master Generals", each controlling ten Generals, and five naval commanders.

Public Agenda

The empire is known for strict adherence to military law and the hierarchy, known as "gyecheung" or he 'Law of Duty'.
Lawbreakers are treated harshly to dissuade further unlawful or dishonorable action, with even the smallest crimes being punished by public torture and dismemberment, or ritual scarring and exile.

Demography and Population

The empire is primarily Hobgoblin, as they make up the majority of the ruling and working class. However small groups of other races have been conquered and inducted into the empire over the past few centuries.

 

Hobgoblins - 99% of the ruling class, 80% of the working class, 50% of the military, 35% of the lower class.

Goblins - 0% of the Ruling class, 10% of the working class, 30% of the military, 35% of the lower class.

Bugbears - 0.5% of the ruling class, 5% of the working class, 15% of the military, 15% of the lower class.

Humans - 0.5% of the ruling class, 2.5% of the working class, 2.5% of the military, 5% of the lower class.

Other - 0% of the ruling class, 2.5% of the working class, 2.5% of the military, 10% of the lower class.

 

Foreign Relations

While not openly aggressive, the Hi-No Empire has a somewhat cold relation with most of it's neighbors. It has open trade with many other nations, but has few true allies.

Trade & Transport

Maritime trade is paramount to the financial well-being of the empire. While they do produce huge amounts of food, spices and timber, they trade many of these resources to neighboring nations for other essentials and luxury goods.
The 'Fire Upon the Sea' is the Trade fleet of the empire, and it is closely guarded by the Naval Commanders of the lesser Chongjang.

Education

Education, particularly regarding military history and tactics, is of high importance within the empire.
All Hobgoblin children leave their parents at the age of 12 to attend 8 years of basic military academy.
Goblins and Bugbears, who mature faster, begin at the military academy around 8 years old, and remain until they are 12.
Those with promising military skills are able to attend up to 10 additional years of higher education, so long as they serve at least 25 years of military service.

However the 'Gold Dragon' coin (a gold chit worth 3.3Gp) is the standard within the Empire.

They also use 'Silver Owl' coins (worth 1.1Sp) and small 'Copper Tortoise' coins (worth 0.5Cp).
