Kurgan City States

Kurgan was an ancient civilisation that originated in the Straits of the Moving Sands region in the Inner Odontoceti.   At its height between -100 and 200 DR, Kurgan civilisation spread across the Inner and Outer Odontoceti. They founded many colonies about the Odonoceti including what would eventually become the Kingdoms of Pholos, Coeraian Empire and the Akkad Expanse.   Kurgan came to prominence following the collapse of most major cultures of the Inner Odontoceti known as the Atheas Era Sunset. They developed an expansive maritime trade network that lasted over a millennium, becoming a dominant commercial power. Kurgan trade helped facilitate the exchange of cultures, ideas, and knowledge between civilisations emerging after the Atheas Era Sunset.    After its zenith in 200 DR, Kurgan civilisation in the outer Odontoceti declined quite quickly in the face of growing foreign influence and conquest, though its presence would remain striong in northern Inner Odontoceti until they were finally subdued by the Coeraian Empire.   Following their conquest by the Coeraian Empire, the remaining Kulgan civilisation was brough to heel by the Helegu Khaganate.   Kurgan is organised in city-states, of which the most notable remaining are Sykes, Aldes Tor, Bright Soth, Odondiel and Port Senes. Prior to conquest each city-state was politically independent, only occassionally cooperating on large scales.
