Dukess

There can only ever be one The Queen and King of Tenglan.
Directly below them comes a city Dukess. A male or female Imperial voted every 6 years by the people from that region to oversee the running of their city. Each of the 9 major cities of Tenglan has one Dukess.
The Queen receives the election results and swears in the new representative. If she's satisfied with their results, she can choose to postpone elections in favour of keeping the Dukess in power.
