HIPA - Homeland Inclusive People Authority

Structure

The organization is headed up by a Director who has 12 Under Director under him that directly control the 12 administrative sections of the country they carved the continent up into. Each of the 12 admirative sections has the "control" to set up their organization control by the autocratic structure set out by the HIPA director, breaking their sectors up further into 12 sub-divisions that deal with the various needs of a refugee/war-torn people.  These sub-divisions are Food, Agriculture, Clean Water, Housing, Work Placement, Production, Security, Safety, Healthcare, Legal, Transportation. and recreation.  Each sub-division is allowed no more than 150 employees in total.

History

The Third World War fizzled out with the continent in shambles, with a large portion of the land unusable, a growing number of refugees and people that needed to be rehomed, a large number of casualties that needed to be dealt with, and no real government organizations left to take care of all of these issues. HIPA - Homeland Inclusive People Authority was first set up as a global relief organization to take care of these issues and organize all of the people and problems that came up. They ran very lean in the first couple of years and corruption was kept very low as actual problems were much more important but after 15 years or so, corruption rose steeply, until the organization simply searched to be of any use towards it's last fifty years of existence.  The legacy the HIPA - Homeland Inclusive People Authority left behind is one that still casts a shadow over the geopolitical climate of the continent.  The people still remember the large amounts of corruption of the government and are very hesitant to accept large government type interference in their lives and really buck against any organization taking too much control of their lives.

Disbandment

HIPA was officially disbanded by the The BFA - Business First Authority in 4785 when they took control of leadership of the continent.  The Homeland State Authority was set up as a black-ops, secret government intelligence successor operation that seeks to control all threats to the Continent, both foreign and nationally.
