Dismissal and Cessation of Duty Proclamation

The DCD, or Dismissal and Cessation of Duty Proclamation was issued at the conclusion of the angel-demon war and resulted in the demon-elf hybrid population being expelled from the demonic military. While the document was presented as thanks for years of service, the true purpose was for the demons to be rid of those they considered useless now that the war was complete.   This act led to the hybrid population integrating with either their elven clans or among the angels. In seeing the demonic government from the outside and, in particular, the treatment of elves, the hybrids and elves, under Daervulen Bahrlethier began a revolt that eventually toppled the demonic kingdom.   Informally, the Proclamation is referred to among hybrids as the 'Boot Bill' due to it being used to 'boot' them out of demonic society.

At present, the document is no longer in effect as the demonic kingdom under whose authority it was written no longer exists.

Historical Details

Background

Hybrids were constructed as cannon fodder soldiers within the demonic army. In exchange for protection from angels, demons took elven DNA and spliced it with their own. These creations matured faster and thus could be put to work at a greater rate. These hybrids included two eventaul leaders of the revolt Daervulen Bahrlethier and Neias Udûmhirei  Once the war was one, the demons did not want to support or house in their society beings they believed to be inferior to them. With the hybrids knowing about their army, they were also a liability. In throwing them out, they hoped that the elves and angels would not want them either. The option of executing them was floated, but discarded as the new rulers didn't want their deaths to lead to panic and an outcry against cruelty.   Instead, they presented the document as a benevolent thanks for their service with a non-negotiable clause for them all to leave.
