Gorsac
Gorsac is technically part of the Fisk Empire, but really lacks most formal government. The guardmaster, Ellen Juwang, rules Gorsac as a proxy for the rulers of the Fisk Empire but is rumored to look the other way more often than not as long as she continues to live in luxury in the Docks District and finds her coffers full.
Gorsac is a city that does not appear to be all that impressive upon approach. While the largest in the Doresak Desert, it still is not that large. No buildings are more than three stories, and most of them bear the marks of a continual pummeling of sand on one side and water on the other. Small tufts of grass pop up upon approach to the city, but beige is the predominant color of the decor.

Districts
Gorsac is divided into five districts. The Docks District, the Market, the Religious Quarter, the Business District, and the Residential District.
The Docks District curves along the coast, holding berths for many ships whose masts rise above the skyscape. Shipping companies, warehouses, and salty tavern-inns are the main establishments in the Docks, all housed within identical warehouse-esque buildings.
The Market is a bazaar like area in the center of the city, almost in a full circle. No permanent buildings are present, but temporary structures pop up each day as the layout and offerings are constantly in flux. Tents shade both traders and their wares in various colors, though almost always covered in dust.
The Religious Quarter is quiet compared to the rest of the city though still as dusty. It contains several temples of varying size and capacity dedicated to a variety of local dieties as well as those of sailors who arrive at the port.
The Business District contains many of the permanent businesses based within the city. These buildings contain established shops, money lenders, bankers, for-hire mercenaries, and other professionals who are a bit more settled than the Market barterers.
The Residential District boasts home to the majority of the taverns and inns, as well as residences for the majority of the city’s populace.
