Frosting

With this rare Gifted power, Frosters can create ice and snow and manipulate any ice and snow. They are often confused with Icers, but are more powerful.

Effect

Frosting initially causes ice to form in crystalline patterns and spread outward to cover surfaces. Because Frosters are significantly more powerful than Icers, they can create ice out of nothing. This ice lasts as long as the Frosters wishes. Frosters can also create icicles and small blizzards out of nothing. Frosters can also use their power in any climate, even deserts, due to their ability to drop the temperature well below freezing.   Frosters are primarily employed as food freezers, using their power to chill and hold any perishable food items, especially in desert climates. They are also useful as fighters and occasionally torturers when a Torturor is unavailable, although these are extremely rare and are only used in certain northern countries (Nuskia is the only one that openly admits they have used Frosting as torture). Warrior and guard Frosters are far more common, although Frosters are rare in general and few are found outside of the Gifted houses.

Side/Secondary Effects

Frosters are affected by Downsides like all Gifteds, and although Frosters are not affected by many physical symptoms, they are unstable due to emotional and mental symptoms. Frosters are susceptible especially to emotional detachment and eventually loss.

Manifestation

Although it depends on the situation, the effects of Frosting are slower to manifest but easier to recognize. In a battle scenario, a Froster can summon their power with little to no effort and will appear to move faster as he lowers the temperature and weakens his opponents while simultaneously feeding off the chill. The Froster will then attack, either creating icicles to hurl at his enemies or touching them and freezing the breath in their lungs or the blood in their veins.  
The dial is below thirty degrees and the guards reach for their guns as the ice expands to cover the windows. The girl stands, her hands dropping. One of the guards moves to stop her, but just before he reaches her, she stretches out a hand and touches his face. A breath emerges from her lips and the man freezes, a white tint crawling down his throat and then over his face. The girl removes her hand and the guard collapses. The air chills another few degrees.   The remaining guard stares at her in horror as she steps over his companion and locks eyes with him. The frost has covered the door, forming an unbreakable seal. The girl could get out, simply cracking the ice, but for the guard, there is no escape.   He is already dead.

A slower, far more terrifying, and luckily far less likely scenario is if a Froster is imprisoned. Few details of this are known, as most witnesses are killed during the Froster's escape. This scenario occurs mostly in cold wars and hostage or abuse situations. The Froster often is suffering from a Downside attack at the same time, causing them to act horrifyingly emotionless. Although it is terrifying, it is also extraordinarily well-timed, with every movement on the Froster's part carefully calculated and performed with the extra time given them by their power.   Another way of manifesting, more or less shown to the left, is snowflakes or ice crystals simply melting into existence on an object or the earth around the Froster. The snowflakes will drift along and float lightly if willed to move, while frost will slowly creep across all surfaces in a continuous spread. Around the Froster, the temperature will drop noticeably and remain low for a varying amount of time, usually quite long.

Discovery

Frosting was presumably discovered around the same time as Icing. For a time, the two were listed as the same power due to their similarities, but they were eventually separated in texts after the differences were defined and enough Gifteds manifested with those differences for Frosting to qualify as a separate Named power.

Applied Restrictions

Due to its danger, Frosting is carefully monitored and any manifesters are observed and trained before allowed to use their power unaccompanied. However, these restrictions could do little to stop a determined and vengeful Froster, as noted multiple times over history, just like any crazily strong Gifted power.

A Missing Princess

In 2054, King Rendorik Calleron of Whirlan and his wife Queen Lavinia hosted a party for their daughter's seventh birthday. During the party, the recently manifested Froster princess of Crystland lost control of her power and injured several servants and nobles. Furious, the then king of Tierhal threatened King Mark with war if he did not find a way to control his daughter.   Terrified, the king and queen of Crystland returned to their kingdom with both of their children. Shortly after they returned, the children disappeared and were never seen again. The king and queen were never the same. Four years later, the king and queen died under mysterious circumstances, and the Gifted-intolerant country of Dalirn took over the kingdom. Neither the prince nor the crown princess has revealed themselves in the seven years since, leaving the question: Did they die when the Dalirn took over? Or are they out there somewhere, waiting to retake their kingdom? Are they together, or were they separated by some event?

Cave City

Created hundreds of years ago, the city of Peshtera Ňaz L'da was made entirely by Frosters and Icers with the help of other Gifteds. It rests in the mountains of northern Nuskia and is a mysterious system of caves and tunnels formed without tools or objects, only Gifted powers. The city system stretches over several miles and is currently still populated, although only by Gifteds with particular resistance to cold.   Although barely any ice was actually used, Frosters and Icers were the primary creators. This is due to Gifted-enhanced frost wedging shifting and cracking rock, widening existing caves, and making new ones. Residential caves were formed more carefully, and walls were added once the city began to be populated. The city is currently ruled by the leader of Nuskia but rarely interferes with the outside world.

I love the combination of the Downside with the Frosting powers! this makes for a really chilling effect :p The bit of narration you have in the middle of the article is really great :D
