Book of High Law
The Book of High Law was set down by Emperor Melsar the Conqueror in the first years of his reign. Both the Emperor or Empress and The Council must obey the laws and standards therein.
The book has been amended several times through the centuries, but doing so requires unanimous agreement between the monarch and 80% of The Council.
Although translations exist, the tome was originally written in the Melzeen language.
