Maya Shatterspire
Known as the founder of the The Scepter, it is not surprising that Maya Shatterspire is a keen intellect — but what is surprising is that though she has no Shard and is not Harmonized, she is rumored to wield dangerous powers that have led the Scepter to have a reputation of problems that seem to just disappear. Nobody knows where the source of her powers lie, but everything from "Aetós" to "The Ghost of the Matron" have been floated, and she cultivates these rumors as if they were crops. She enjoys a certain amount of anonyminity and holds her secrets closely, so though there is a lot to say about Maya, it's difficult to say that anything you hear on the street will be true. Contradictory information flows as swiftly as the water in Highstorm. She appears to be in her early thirties, but those who know her know she has been running the Scepter since the early days of Old Springstar, and hasn't aged a day since.
One thing that is known about her is that she is a Kenosian native, and grew up in Springstar, where she was the scion of a powerful family that fell into disrepair when it was discovered that they were aiding and abetting a fugitive from Highstorm — rumor has it that her parents had some affection toward the individual — but it led Maya to investing heavily in Kowloon, and when the cities split, she was quick to amass and obtain power in Uptown. Maya has no love for either faction, and staunchly states that Uptown should be truly neutral, and will control the strings with a (literal) iron fist to ensure that it remains so.
Though she has few scruples, she certainly has a posh way about her, and can mingle amongst the upper crust of Skysong, Old Springstar, or even Highstorm if she needs to. She will smile at a delegate, and then have a knife in their back at the snap of her fingers, and you would still thank her for the pleasure of getting to speak with her.
