The Scepter
The Scepter is a gang that has slowly risen in Old Springstar that seems to be unaligned with either faction. Members can be natives, or loosely aligned Zenites or Meris, but they are all led by their leader: a netural, unharmonized woman of fearsome control and power named Maya Shatterspire. Many from either faction have attempted to overtake her place, but all have somehow ended up vanishing from Uptown, never to be seen again.
The Scepter deal in a vast array of goods, some legitimate, and some not. The gang has been key in helping Uptown (also occasionally called Old Springstar) with achieving legitimacy. Goods from both Springstar and Highstorm flow into the neutral city, and it is a favored location for both locales, allowing the gang to amass power and prominence amongst the shipping centers in Uptown. Though they are well known for shipping, the ability to obtain anything and everything suggests that the Scepter has a contact somewhere in both cities that allows them to obtain high-value materials and supplies that they otherwise would not be able to get. Though they are primarily dealing in difficult to obtain goods, most of the Scepter's money comes from protection, racketeering, and movement of supplies for those who would otherwise choose to hide their activity.
While the Scepter is something of a "dirty secret" amongst the Uptownies who see themselves as pulling away from the gangs and dark alleys of Downtown Kowloon, do not mistake their shadowy presence for a lack of power and control, because if anyone could convince Downtown Kowloon of doing anything... it would be the Scepter.
