Kear'Shai
It was one a beautiful city on the lake, dedicated to the Goddess Shai, daughter of the Desert, who gave the greatest gift she could - her water. The city is gone now, deep in an impassable wasteland after the Gods destroyed the world in their wrath. My grandma told me the water was so clear it reflected the gold of the stones they used perfectly, so it appeared as if there were two cities - one above and one below...
Demographics
Kear'Shai was very diverse, but had an unusually large tiefling and goliath population.

The city had a standing army of approximately 750, and had back ups of between 1,000 and 2,000 - depending on the period of time. Every young person in hte city was trained to defend the city. They didn't build walls, preferring to keep their city beautiful.
Assets
The city was a wealthy trade hub, with a wide variety of natural resources, and the population to gather them. There were many smaller settlements in the area working the land.
Guilds and Factions
Each type of crafter had a guild here, and these were the most important political players. A Guild Leader was a likely candidate for the Counsel, and people were divided according to their profession rather than race.
