Harrogath
Records indicate that Harrogath has existed, in one form or another, since the very beginning of recorded time. It has stood the test of time, with some of it's original structures pre-dating the Draconic Age, having been constructed during the time of The Old World.
Harrogath resides at the base of Oxenwaithe Mountain, north-northwest of Skywind Observatory, on the western edge of the Valley of the Beyond. It's palisade gates and stone walls protect the only known pathway up the mountain, protecting both the eyries above, as well as the Holy Site known as the Silver Summit.

Demographics
Regardless of their racial origin, the peoples calling Harrogath home are known to many as, simply, 'barbarians'. Though it was originally settled by minotaurs, Harrogath is home to dozens of various tribal peoples, from orcs to ogres, trolls, and even some nomadic humans and elves.
Government
There is no true government within Harrogath; the leaders, elders, and shaman of each tribe (as appropriate) govern their own peoples within the city's sacred walls; should an incident occur [which is unlikely, given the sacred and holy rules within the city], the elders will convene a tribunal to investigate and dole punishment as they see fit. However, this rarely occurs.
Defences
The people of Harrogath are not a peoples dedicated to magic, so their defenses are limited to a mostly physical sense. The city is surrounded by an ever-growing palisade wall, as well as a number of watchtowers built into the surrounding hills.
The original city, built during the Old World, was surrounded by a stone wall, much of which remains intact to this day.

Industry & Trade
Though they are formidable hunters and trappers, the peoples of Harrogath rarely trade with the outside world; when they do, such meetings always occur on the outskirts of their territory, rarely allowing foreigners within the city walls.
Infrastructure
Unlike many other 'barbarian' peoples, the peoples of Harrogath are not nomadic; they live a simple life within the city's walls, and find themselves as herdsmen, farmers, fishermen, and tribal craftsmen. There is little true 'infrastructure' within the city that is not dedicated to the creation or preservation of food or weaponry.
History
Harrogath was founded to guard the pathway to the top of the sacred peak of Oxenwaithe Mountain, a place considered holy to a number of nomadic and oft-considered 'barbaric' tribes. Atop the mountain resides the Silver Summit, where it is said that a tribesman can speak directly to their Gods or their ancestors, and can, on occasion, be given a great boon in return for service.
The city was founded on the ideals that every person, especially those marginalized by civilized society, should have a place to call home. Within the walls, violence is forbidden by all parties; the carrying of weapons is allowed, however, everything besides a knife must be peace-bound within it's sheath. These laws are inviolable, and breaking them will result in immediate banishment from the city.
