Imperial Intelligence Instrument
Structure
The Imperial Intelligence Instrument is a difficult organization to plot the structure of. Its primary body is actually quite transparent, although there are of course undercover or otherwise secret members and cells as you would expect in any intelligence agency, it also includes a great many investigators, bureaucrats, functionaries, and officials whose affiliation and rank is a matter of public record. In fact all public facing members of the Imperium's intelligence community belong to this primary body and wear its insignia or carry its badge of office. The complication arises from the many other sub-organizations which are not public facing nor possessing of a transparent structure. On paper the head of the III is a member of the Imperator's cabinet but it's so well known it wouldn't even qualify as an open secret that they, along with the heads of each of the more secretive branches, report to the true head of the organization: Agrippina Ariadne, the daughter of the second imperator. She is the single link connecting the rat's nest of visible and clandestine intelligence operations and acting as the sole point of contact for the imperators themselves.
Culture
Though the many disparate sub-organizations vary wildly in their mandates, all fall under the umbrella of service to the Imperium in matters of intelligence and counter-intelligence. There is rumored to be one small group among them which undergoes a full roster turnover with each succession and serves the person of the imperator rather than the nation, but if this group truly exists it is among the clandestine services and no record nor evidence of its activities has been found.
Public Agenda
The agenda of the public facing arm of the III is to investigate cross-province crime, handle corruption of imperial officials, and organize military intelligence and both military and civilian counter-intelligence.
Assets
The III's open assets are a matter of public record available to all citizens and not particularly difficult to obtain for non-citizens. These alone are quite impressive, and although the records are orders of magnitude more difficult to obtain, what few have been recovered point towards the conclusion that the clandestine assets dwarf the public ones in every category.
History
The Solar Seekers was the organization that sought out and eventually found Solaire after the disappearance of the Sun Elves, and although it could be said that they are the progenitor of all the Imperium, their truest successor by far is the III, continuing its mission of seeking and collating intelligence, though now in support of the national government based in the city that was once their only purpose.
