Rukah

An ifrit essentially bound to the Syndicate grounds. According to him, and others that know him, he's bound to the Cobalt Syndicate by a massive, inherited debt. Hudak Rahkosha promised the man that he'd be able to pay off the debt by working hard, but, that was years ago, and the needle has hardly moved towards the debt's closure.
Imp 719 has, instead of receiving money from the Syndicate (719 spent a stint undercover), had the money handed over to Rukah, giving the gruff ifrit a glimmer of hope.
