The River Kingdoms
With no true ruler, capital, or even government, The River Kingdoms is only considered a country unified by it's inability to be classified. Lacking a unified ruler, numerous petty kingdoms have risen and fallen - some lasting only a handful of months before being devoured by the next would-be lord. While lacking in a true government, a loose collection of city-states calling themselves the Outlaw Council meet once a year in Daggermark to discuss mutual gain and defense.
With no laws to protect them, the people of the River Kingdoms cleave to a number of maxims that nearly all seem to understand and respect. These maxims are powerful codes that nearly all realms within the Kingdoms honor and the breaking of any one of them is considered a grave offense.
