The White Tower
"The White Tower is one of my favorite places to visit. I know, I know, the whole zombie gardener thing is creepy. But the people there spend so much time around death and dusty tombs that they're incredibly grateful for a little circus now and then.
"So, you know... besides the entertainment-starved people and their oddly prevalent amounts of disposable income, they also dig things up there. Most of it goes into that damnable museum - I shouldn't complain, that's where a good number of the artifacts I pick up along the way wind up - but some of it they let slip out into the markets.
"On top of all that is Jack. He lets me call him that, your experience may vary. The Head Curator is friendly, magnanimous, and his beer is the best I've ever tasted.
"No, I do not ask what's in it, and if you ask him you will not tell me."

Structure
The Head Conservator is the executor of the Tower affairs. Behind him is The Deathly Court, a rotating collection of shades of the Theurgists passed, who nominate and advise the Head Conservator. Below the Head Conservator are the Conservators, all necromantic masters connected with the White Tower. They manage individual research projects, collecting apprentices and journeymen to assist them. Additionally, attached to the tower are hundreds of Archaeologists and laborers that assist with research and digs.
Public Agenda
The public agenda of the White Tower is to uncover and preserve history, relearn the lessons of the past, and apply those lessons to the current culture.

The White Tower is tall, wispy spire of ectoplasm. In the Material Plane, it is a faintly glowing tower of indeterminate height. Once you enter its doors, you are then in the Ethereal plane and its footprint is much, much larger.
The White Tower has little in the way of soldiery. The Head Curator can, in times of extreme duress, summon the dead from the ancient graveyard beneath the Tower. The catacombs have miles of interred corpses, and if they were to march forth the consequences would be terrifying.
History
The White Tower was originally erected as the Tower of Bone from the cast-off mass graves of the scalykind slain during the Scalepurge. The focus on necromancy and its isolation relative to Prunyth made it a prime target for The College of Questions. The elves bribed the College with a veritable mountain of gold and magic items, and the Tower was destroyed.
The survivors rebuilt, though rather than bone it was build from ectoplasmic alloys garnered from The Dreamlands. The tower was anchored in the Material plane but also set adrift on the Ethereal, giving it a large number of strange features.
Since then, the Tower has focused on rebranding and research, and has largely stayed out of politics and conflict.
Disbandment
In the Year 850, The College of Questions destroyed the White Tower. It was soon rebuilt as the spectral edifice that stands today.
