Rowgowaa is an ancient state that dates well in to the Ascendancy of Dragons. Legend says that the Sovereign Supreme established the first Mwrong, thought their name is lost to history, so this seems doubtful (surely history would remember a mortal anointed by the eldest being in the Spheres). Regardless of the historic accuracy of this legend, the Bowmrer accept it as canon.
