The Ivr̂ai Council
This ethnic council rules in the name of the Catbalus of Calpi. They are made up of a rather loose amalgamation of clan-chiefs, notable cityfolk, village headmen, and so on. The primary requirement for membership seems to be either the support of the local people or invitation by another councilmember.
Among the primary duties of the council is the selection of Eisabin to govern the local settlements.
