Reikland Estates
A Reikland Estate (Classical: Status Unberii; Unberogen: Reichsstand, plural: Reichsstände) is one of the most important fiefs of the Reikland. All Reikland Estates have the grand prince of Reikland as their leigelord, and are also Prime Estates of the Empire.
Reikland is divided into a patchwork of individual provinces governed by dukes, counts, margraves, barons, high priests, abbots, and other rulers. The most important of these are collectively called the Reikland Estates. Most Reikland Estates are ruled by families who have governed for generations and are enormously influential because of this. These rulers have a significant degree of autonomy as they hold rights and privileges that are 'immediate', meaning none have authority over them except the grand prince of Reikland, and even then only in very tightly defined situations.
While there are many areas of Reikland ruled directly by Grand Prince Karl-Franz I and his representatives, at no time can he govern autonomously over any Reikland Estate ruled by another noble house. The grand prince's powers are severely restricted by the Reikland Constitution and, in turn, by the Reikland Diet. However, some select powers, all established during Magnus the Pious's Imperial Reforms, are retained by the prince, such as the right to raise and command the State Army of Reikland in war time, the right to raise emergency taxes to fund this, the right to authorise and issue new coinage, and the organisation of the High Lord Steward's Court, which is the only body that can legally judge the ruler of a Reikland Estate should a crime have been commited.
As long a Reikland Estate fulfils its, often limited, obligations to the Grand Prince of Reikland, its ruler has near absolute authority, free to parcel out fiefs to noble family and friends as preferred, though the creation of new substantive titles requires the approval of the Reikland Diet.
Currently, there are 63 accepted Reikland Estates, although the true number is likely larger. Smaller Reikland Estates of just a few miles across, the so-called Little Estates (Unberogen: Kleinestände), are in such obscure locations, or simply so easy to miss, that occasionally old estates forgotten or thought lost to Morr are rediscovered. Any such lost estate needs to be confirmed by edict and the High Lord Constable (a member of the Reikland Council) before being accepted back into the Reikland Diet.
Provinces and Reikland Estates
The Reikland Estates include two non-electoral provinces: the Princedom of Altdorf and the Archduchy of Upper Teufel.
The Reikland Constitution states that a Reikland Estate is created when liege of a Reikland fief swears fealty directly to the grand prince of Reikland. This has different implications for the two Reikland provinces.
Princedom of Altdorf
The prince of Altdorf technically swears fealty to the grand prince of Reikland. This is considered to be the case even though the holder of both titles has been the same individual for over two centuries. This makes the Principality of Altdorf a Reikland Estate, which also grants the prince of Reikland a seat on the Reikland Diet and the Imperial Diet.
As the prince of Altdorf is also the grand prince of Reikland, any liege of a fief inside the Princedom of Altdorf swears fealty directly to the grand prince of Reikland, so is also the ruler of a Reikland Estate.
Both of these technicalities were confirmed by Reikland edict in 2305IC.
Archduchy of Upper Teufel
The ruler of the Archduchy of Upper Teufel is currently also the grand prince of Reikland. However, the grand prince has for the last two centuries appointed an archduke to rule in his stead. Currently this is Archduke Viktor II of House Walfen. The archduke swears fealty to the prince of Reikland, but is only given a Courtesy Title as the archduke rules the archduchy in the grand prince's name. Nevertheless, the archduke is considered the ruler of Prime Estate, so is granted a seat on the Reikland Diet and the Imperial Diet.
The rulers of the fiefs of Upper Teufel swear fealty to the archduke. However, as the archduke rules in the grand prince of Reikland's name, this, in turn, creates Reikland Estates.
This unique situation was confirmed by Reikland edict in 2507IC.
Creation of New Reikland Estates
The creation of a new Reikland Estate requires a Reikland edict and an Imperial edict. That means an edict supported by both the prince of Reikland and the Reikland Diet, and a second edict supported by the Emperor and the Imperial Diet. It requires both as all Reikland Estates are automatically also Imperial Estates.
